In Canada, the immigration processes is a shared responsability of the federal government and the provinces.

The federal government has immigration programs that apply to all Canadian provinces, except Quebec. It is also the federal government that processes permanent residence applications.

Provinces can also select their own candidates depending on the needs of the province.

The case of Quebec is different due to the Canada-Quebec accord, which gives Quebec the sole responsability to select applicants through the economic immigration programs.

The programs leading to Canadian permanent residency can be classified under three main categories:

– Economic immigration

– Family classes

– Humanitarian classes

The most popular way to apply for Canadian permanent residency for international students and temporary workers already in Canada is through one of the economic immigration programs.

The federal government has several permanent resident programs for which students and workers can qualify for, such as the Federal Skilled Worker Program, Canadian Experience Class, Federal Skilled Trades Program, Atlantic Immigration Pilot, Rural and Northern Immigration Pilot, etc.

Each province and territory, with the exception of Nunavut and Quebec, also operate their own provincial nominee programs.

Quebec has its own permanent resident selection programs.
