The province of Quebec offers several permanent residence programs aimed at skilled workers.
The programs are:
- Regular Skilled Worker Program (RSWP)
- Quebec Experience Program
- Immigration pilot program for workers in food processing
- Immigration pilot program for orderlies
- Immigration pilot program for workers in the A.I., information technologies and visual effects sectors
Qualifying under one of these programs will allow you to obtain a Certificat de sélection du Québec (CSQ), which you can then use to apply for Canadian permanent residency.
If you are already in Quebec and wants to settle here, I can help you evaluate your eligibility to one of the permanent residency programs. Knowledge of French is not mandatory for all the programs, but it is currently very difficult to immigrate to Québec without knowledge of French, although not impossible.
For instance, if you don’t speak French, but works outside of the Montreal Metropolitan Region and your employer wants to offer you a permanent position, you might qualify under the Regular Skilled Worker Program.

Quebec Experience Program (PEQ) – Temporary Foreign Worker
In order to qualify under the PEQ as a temporary foreign worker, you must meet all the following criteria:
- Have gained at least 24 months of eligible work experience in Quebec in the past 3 years;
- Have sufficient knowledge of French.
Work experiences need to meet all the following criteria in order to be eligible:
- Be full-time (at least 30 hours per week);
- Remunerated; and
- In a skill level 0, A or B level position according to NOC version 2016 (TEER level 0, 1, 2 or 3 of NOC version 2021).
You must make sure that you work full-time for at least 104 weeks prior to submitting your application. If you worked less than 30 hours per week for some period, you cannot count that in your work experience.
Knowledge of French
In addition to having at least 2 years of eligible work experience, you must also demonstrate sufficient knowledge of French. The level required is B2.
If you are accompanied by a spouse or common law partner, he or she must also demonstrate sufficient knowledge of French. However, the level required is A2 (level 4 of the Échelle Québécoise).
The processing times of a CSQ application should be between 3 to 6 months.
Once you obtain the CSQ, you will be able to submit a permanent residence application under the Quebec-selected skilled worker category.
